Flat Skill Values
It has come to my attention that the flat skill numbers are not actually the same for every person. They can change depending on what the Independent Attack Power on your character page is.
I'm going to try and convert most skills to show something along the lines of "Base Attack Ratio". It seems like the ratio is just (Tooltip Number/Independant Attack Power) from the My Status window.
