Doctor Herbert is an NPC found in the Forgotten Land area of the Golden Road. He can exchange metastatic crystals for higher tiered ones, for example he will trade one ruby metastatic crystal for three topaz metastatic crystals. He can only be reached after clearing the level 79 boss Dr. Moreau, found in the Vanished Village area.
