I believe it is stating the blade and shockwave deal 100% of GWL's damage minus fixed damage. This explains why leveling GWL and its upgrade affects the damage on the blade and shockwave and is supported by the blade and shockwave dealing miniscule damage if you have no weapon equipped.
I agree that the blade and shockwave are percent damage unlike GWL which is hybrid. However, the percentage before modifiers isn't the same. It is the same after, but only when Lurking Dragon is level [1]:
- Giant Weapon Launcher [10]: 180% + .2*I
- Lurking Dragon [1], blade/shockwave: 324%
- Basic Training [85]: 483.4%

- 1890.22% + 2.096*I = (1.8 + .2*I)(1+4.834)(1+.8)

- 1890.22% = 3.24(1+4.834)
When Lurking Dragon is level 2, the base percentage for the blade and shockwave is ~349.5% and the final value you get ends up being a bit higher than GWL's percentage with the 1.85* modifier.
The same way I got 324% for level 1. Once I tested charged GWL without a weapon and felt confident the blade and shockwave damage were percentage, I took 15 damage samples with a +0 weapon and did the necessary division on the average. To check my work more thoroughly, I would need much higher stats and use a sufficiently reinforced weapon.
Ok, I got nearly the same number just using the values from level 2 lurking dragon, 1.8 *1.85*1.05 = 3.4965 = 349.65%. In practice, at level 2 lurking dragon, the damage difference between the GWL hit and the blade hit is equal to the fixed damage after accounting for the 5% damage increase the blade would get over the GWL's percent damage.
