Description
Increases the Elementalist's Casting Speed, and decreases Advanced skill's Casting Times and chargeable skill's Max Charge Times.
Further decreases Max Charge Time for the low-ranking elemental skills. The skill's Casting Time/low-ranking elemental skill Max charge Time reductions are disabled inside the Arena.
