Meister Volgan (Korean: 마이스터 볼간 Maiseuteo Bolgan) was a prominent member of the Bakal resistance group The Eternal Flame and a member of the Seven Meisters.

Over 500 years ago, he and his colleagues underwent the task of constructing the superweapon known as the Gaebolg Project that would liberate their nation Empyrean from the clutches of the Dragon Tyrant Bakal.

According to Empyrean history, during the attack on the Eternal Flame headquarters by Bakal, it is said that he and Meister Lahti stayed behind to provide cover for the retreating resistance members. Despite knowing full well that it would lead to his demise, Volgan used the incomplete Gaebolg to fight off Bakal's army, and both he and the Gaelbolg perished heroically in battle.
